Rob,
I have looked at tons of 28s. I own a 72 that I have completly redone small and big stuff. What I have found in general is that there are a lot of boats out there in the 20k - 30k range. Almost all of them have the same issues to some degree. I paid 19k for mine and it had new power (1996 w/150hrs). I then put 20k into it and since then it has been very easy to own. I have the raw water cooled 351s and have only had manifold issues. Other than that they have been no problem. I live and operate the boat in Palm Beach County so the water is plenty salty. I have replaced bulkheads, engine beds (white oak), rudder shelves, cockpit panel, wiring, thru hulls, steering, rudders, shaft logs and packing glands, full interior and on and on so I am happy to share how I approached each of these things if you want to know. It sounds like you have fooled with at least a couple older boats before so clearly you know there will be more cost after the purchase. Email me if you want any info. or photos of mine.
