It all depends on how much you offered for the boat. I am with everyone else with the raw water cooled engines, i would be cautious. My old 28 had 351's FWC in her and I swapped them out after 2000hrs of use for more horsepower and better fuel efficency and went with the Marinepower 325 EFI's.
As for the plywood if you are talking about the piece by the dinette you can easily pull that out and and cover it with a piece of car fabric. That is what I did.
As for the engine beds mine were mahogany sandwiched between plywood and glassed into the hull. I had some rot in my beds and rudder shelves. Several things to check for are
- rot in the rudder shelves
- rot in the engine beds (especially by the bulkhead)
- rot in the bulkhead etc
- raw water intake valves on several I looked at including mine were froven openEmail me any questions and I can send you some pictures of my old 28 and hopefully give you some ideas on things to do etc.
