Looks to me like they want to make the boat irrepairable. If so, why try to sell it.

Maybe the govt is required to be able to auction when service life is done, and they don't want the boat to be re-introduced in the form that they own operational boats.

Either way, there must be a reason, based on a technicality.

It is too bad regardless...
