Agree with Phil - heat it up then use some Corrosion X and let it sit awhile. Try twisting the bolt with an impact wrench, either air or hand driven - the impact will allow the CX to work in better. Use a 6 pt. socket. Heating and CX will eventually break the oxides loose.
