Tower Help`

I need to remove the half tower on Chaser. As you would expect, the tower is anchored to the boat by 6 fittings. These are the standard typed you see holding towers on, I guess you could call them a tounge in yoke with a single bolt through the center of the fitting at the end of each leg and 4 screws throught the deck and backing plate holding each of them on to the boat.

Here is the problem. The bolts are stainless and the fittings are aluminum. 20 years they have beeen in place and I while I can get the nuts off of the bolts, I cannot move the bolts even with the help of a 4 lb sledge hammer. Removing the deck and backing plates would be very difficult due to modifications which block access.

I thought of working a thin blade in a sawzall down next to the tounge to cut the bolts. Any better ideas would really be appreciated.
