These are my thoughts: on water in the oil and lack of RPM.
Engines have 550 hours and you need risers? Prior owner didn't use the boat or re did the engines and used old risers? I would re-torque the risers and the exhaust mainfolds.Maybe the exhaust manifolds are shot! And look at the spark plugs. Ck the compression on both engines ,looking for some cylinders to be low. Like Bruce said Fresh water cooling temps too low and riser gaskets could be installed wrong. If I had water in the oil, I would start with the spark plugs, then take off the risers, then take off the exhaust mainfolds, then the heads. Maybe not in that order.Changed THE fuel filter? Should change BOTH filters on each engine. And don't forget the little brass screen at the carb. How about the fuel pump? When were the carbs cleaned> I had to get mine re-worked. 3000 RPM means 23 knts on my boat. O.K. Would you believe 22.2?
