Good ole country saying

Just now on the local tv news the anchor-ette interviewed the grizzled old fire chief of a Baton Rouge suburb where FEMA has installed a huge travel trailer park for hurricane evacuees. The issue was that the trailer park is outside the city limits of the fire chief's town, but the town has been answering fire calls there upon the promise of FEMA that it would pay a subsidy to the town. FEMA ain't paid, so the fire chief said if he didn't get his money by 4 pm tomorrow he ain't gonna have his fire trucks answer any more calls there. The anchor-ette asked him "Chief, have you negotiated with them (FEMA)?". "Yeah". "Well how did it go?"
"About as confusing as dropping your bubble gum in a chicken yard".
