Tommy,
Assuming that the rudders are stock & undersized, & if Cross is going to upgrade to new oversized rudders, just cut the shafts between the packing nut & the tiller arm, (below the rudder shelf).
The blades will drop right out. Remove the flange bearing bolts, (use a hight speed metal cutting disk to slice the nuts or heads off if there're frozen), loosen the tiller arm bolts, remove the locking collars, if there, and it's all lift out.
