It all depends on how worn the cylinder walls are.
An inside micrometer taking measurements at 90 degrees at the top, middle and bottom of cylinder on each hole will let you know.

Anything out of specs will need to be fixed, its that simple.

Some rebuilders will just assume specs are out and include those repairs in an estimate.

Or will only rebuild an engine, like myself, a certain way to guarantee its performance and longevity.

There's a guy local who rebuilds 6b's in his garage and does quite a brisk business selling in the 9k range because everyone is looking to save money.
But he uses old hoses and external components are just wiped and painted which leaves me suspect about the internals which is why I won't buy or install one of his engines.

I said all that to say there is a right way, a wrong way, a blow boaters way, a power squadron way, and a rue goldberg way to do things.

Pick one.
