Thank you all for the advice.
This morning I spent some time with Andy, who Walter identified in his responsive post. In working through the hatch idea, he indicated that the balancer could be removed without the removal of the engine, however it was the use of the lazer alignment tool which was the problem. Apparently, I need to pull the engine to replace the crank oil seal that was destroyed in the starboard engine and need to realign the starboard engine (the mounts are frozen) because the shaft log is worn excessively and needs to be replaced. In all, and to replace all the original Cummins hoses, it was best to remove the engine in his view. In other words, he thinks I don't need to pull the engines to only remove the balancer, but I might in order to properly align the pully system which will be done with the lazer once the engine is removed. If it is pulled once and properly aligned with the lazer tool, I should get the hours anticipated on each belt on a going forward basis. As to future belt wear, apparently the solution is to watch the outer and inner ribs of each belt in each engine closely to determine stress in the alignment(if any) and adjust the situation as I go. The immediate solution seems to be pull the starboard engine (as I did the port in September), set the engine in the bed properly (apparently nothing has been done in this regard since 1989 when the engines were installed 1450 hours ago, except me changing the belts in May 2005 before they destroyed themselves), replace the shaft log(as I did the port in September)and hope the belts are properly aligned with the lazer when reinstalled. Visual observation of the inner and outer rib of each belt and replacement if necessary seems to be the solution.
As to the 315 issue, when Cummins went to the 315 in the 90's it was measured in metric at that time, not US brake which was the measurement for the 1989 300s, so the later 315s are really 300s or the earlier 300s are actually 315 if measured in metric. This is according the Andy the Cummins "source" on the East End of LI.
Again, thank you all for your responses. I was at my "Wits End" trying to figure out each alternative, so I could decide how hard I had to work. It seems, the best solution is to once and for all completely remove the starboard engine (as I did the port this summer), properly align the complete drive system and work my butt off for the next two years paying for it. At least then, the Wits End will be in better shape then when I found her 2 years ago.
