Cummins 1989 315s 6BTA Belts

For some reason unknown to me, I have destroyed 2 belts (one for each engine) this year. I have checked the alignment of the rotors,pulleys and alternator etc.and made sure the groves are aligned for the belt to travel. The basic problem is not the belts destroying themselves over time (which is to be expected at some point)that the engines are in a 73 31 FBC and shreds of the destroyed belts end up wrapped around the back of the harmonic balancer against the crankshaft/block. The harmonic balancer cannot then be removed to completely clear the shreds because of the tight fit of the engine against the cabin bulkhead which prevents removal of the balancer without removal of the engine. Shreds of the belts end up ruining the crankshaft oil pan seal which then also requires removal of each engine to prevent leaking of oil into the bilge.
I cannot believe that each time a belt wears out sufficent to destroy itself, I have to remove the engine to in effect replace the belt, because unless I do so I run the risk that shreds of the belt missed and "hiding behind the balancer will end up causing a major oil leak and potentially greater problems. This actually happened on a trip offshore on a return to Montauk from Boston this summer.
Is there any remedy available to cover the balancer to prevent the shreds from ending up behind it? I am removing the second engine this weekend, so any thoughts would be appeciated.
