Help from the AV computer experts

Ever since I got the DVR, I wanted to record off it to the computer.
Mostly to be able to edit out the commercials and burn to DVD's.

The son in law, and the other daughters live in are both severe c gurus but have never delved into this and sugested some type of capture card.

I bought an ATI tv tuner thru usb2 input but it won't take any signal other than simple analog.

The reviews on capture cards are less than stellar.

Anyone out there have a setup they are using on a pc platform that works well.
Doesn't have to be studio quality, just needs to work.

If you have something that works, let me know the pc requirements to run the thing.
