Why is their fuel in my diesel exhaust?

Thats the short version, here's the long:

My first attempt at winterizing my Cummins B210’s has not gone smoothly. Last weekend I started the engines in preparation for a final pump out and oil change. The starboard side began to run rough and then stalled and would not start. Long story short: shamefully filthy Racor drained, filters replaced, engine vented and its up and running again.

Having seen the condition of the Starboard Racor I could not with a clean conscience put the thing up for the winter having only changed the element on the Port side. I drained it. Again, a nasty slurry flowed out. It was so bad that the metal cone normally suspended inside the bowl appears to have become corroded! Well I rinsed it out as best I could, replaced the new element, refilled and started the Port engine. Upon starting it created and continued to create a significant oil (fuel) slick.

What’s the prognosis? Is it related to the just changed filter? It wasn’t especially cold today, in the 40’s.

(BTW, I do intend to remove both Racors for complete overhaul or replacement over the winter.)
