Victor--

Are you sure the strap is rusting? I would be very surprized if the tank had any metal that would rust. Copper strap yes, steel, I don't think so.

My B25 has the same rust looking stuff that collects in the filters. However if you let some of it dry out, it actually is a brown powder looking stuff. My friend that works in a refinery, tells me that it is residual catalist(sp?) from the refining process that settles out of the gas.

If you really do have some steel in there, maybe someone dropped something down the filler if that is possible.
