Not familiar with the B25 however: By todays standards there should be a ground wire that links between your filler neck and fuel tank. If an all metal tank(aluminum,steel,monel etc...) is used there may be a seperate post on the tank to which the filler is grounded. I have seen some manufacturers use the fuel sender for this purpose. Typically this all goes into the boats bond system, if there is no seperate bond then the motor block is used as the home run. Regardless the filler neck and tank should share the same ground.
No ground = kaboom!
You may just need to update your ground material to get rid of the rust. A piece of tinned coppper #8 is a nice choice.
