On my old 1976 B28 I had the same problem. If the bulkhead has rot it is pretty easy to remove it. Just remove the trim and remove the screws holding the bulkhead in place. My 28 also had white formica over the original teak formica. Get yourself a sheet of white formica and put it over the new bulkhead. If you don't want to do the other side reskin it with the new formica. You can then leave it like that or paint it. I painted mine with Petit Easy Poxy paint. I would recommend doing both sides so you only have that area ripped apart once. As for the engine hatch if it is spongy you may want to remove the backing core and reglass new backing core in. I also had this problem with several of my hatches and again it is pretty easy to cut the old backer board out with a grinder and reglass.
