How about putting a sliding weight with stops at the bottom and top to make the device "self powered. Kind of like the auto body pullers, but in reverse. That way you don't have to mess with air hoses and hammers.

Total length, 5' with the sliding porting being from the top to 3' down. Weld a solid stop on the bottom and top. That way if it gets stuck, you can use the slide to back it out.

Can you make a cork screw end for another matching tool to pull the stump out after it's cut?
