If your number is correct I suspect a fwd weight problem if everything else is neutral. IE if you have tabs, they are up.

The bow is plowing leading to no steering or lack of steering ability, or will grab and spin the boat quickly.
Over size rudders the size of barn doors will not correct this problem.

The people who did the repower should be able to determine the problem. If not, find someone else who can look at and sea trial the boat.
To much needed information not supplied really to make an intelligent determination.

The Grim Reaper was a classic example of a fwd weight problem leading to dangerous conditions.
