Battery Charger

I have laid the Boat up for the winter and this year I have the opportunity to run power to the boat and use the on board battery charger to keep the batteries charged..instead of hauling them in and out( winter/ spring )...I hooked up the shore power and turned on the 120 volt side of the panel and the flipped the toggle switch for the battery charger on the 12 Volt side . The battery charger switch will not engage and it keeps tripping..Anyone have any Ideas as to what is wrong..keep it simple I'm not to well versed in marine electrical systems. Please
