The easiest way to find all the low spots on the hull is to buy some cans of enamal spray paint in a color that is totally different than what you are starting with. Mask off the rest of the boat and spray the enamel all over it. When dry, go at it with a flat board. After one pass on the entire hull with the flatboard, you should have a lot of spots of the enamel showing that the flatboard was not able to remove.
Fill these spots to build them up -- I agree that a high build primer will most likely not fill them -- you will have to use a fairing compound first.
Then spray it with the enamel again, then flatboard again. If any more spots are showing, repeat the process.
When you don't have any more spots of enamel showing, you are now ready to shoot the primer and paint of your choice.
I hope this helps -- the more prep, the better the ultimate finish will be. I think we did at least 3 if not 4 sandings on my boat before we even though about shooting the Imron. It is a lot of labor, but if you do the prep yourself, you end up with a great paintjob for not a lot of money.
