Phil,
There is a process to prepping hull/topsides for painting. Fairing typically requires using a trowelable fairing compound prior to using high-build primer(s) to fill deeper low-spots. High-build primers will fair only small depressions (a few mils). Take care of any fiberglass/gelcoat issues (like spider-cracking) first. Painting a boat is a lot of work, to get a high quality job, with successive rounds of fairing, sanding, priming, sanding... Paint manufacturers typically have a system of primers and high-build, fairing compounds.
