smooth hull

started sandind the hull on the THERE HE IS and it seems that when who ever painted it last,long time ago,there are dips in the gel coat from sanding,i guess.what is the best way to fill-in and smooth-out this problem,it's all over the boat,lots of bo-bo's been repaired it looks like,,any help ????really want to launch this may....
