Hull # puzzle

When I bought my 31 it was listed as a 72.
I recently scrubbed the hull number markings (inside center of transom about 5" up) an unearthed this:
Bertram Yacht
Whittaker Corp
Hull#
31 4 46

Under that but barely legible are the numerals 1691.

I rang up Richard Kidd and he is confused by the markings.
My obvious guess is that it's a 69, built in January, but Kidd thinks differently as he maintains that Whittaker wasn't a part of Bertram in 69. Plus, he says they didn't use this type of sequence. Maybe I'm reading the last four numerals incorrectly but the 31 4 46 is very clear.
Any thoughts? I can find no other Hull Id numbers in any of the usual hiding places.
