Cold Weather Steering Problem?

Hello gang,
I went to use the boat last weekend and the temperature was about 45 degrees. When I took the boat for a ride I noticed that I had a steering problem. It felt as though there was no resistence turning the wheel and I had to turn the wheel many more turns then normal to get the boat to respond. The problem is so bad that I feel the boat is not safe to operate in the current condition. The steering has been fine all year and I do believe the problem is related to the cold since I remember the same problem last December when I laid the boat up for the winter.
I have the hynautic hydraulic system. Do I have leaking seals (seals shrink in the cold weather)? Do I need to adjust the pressure of the system to accomadate the cold weather? Do I need to add fluid? Do I need a different hydraulic fluid?
