First, never drain with the engine running, sure shot air lock.

The metal cover is a fire protection device to keep the bowl from melting quickly in a bilge fire. Lost of folks take them off since they are a pain and probably not an effective fire block for more than a few seconds. The metal protector is held on by the drain plug, so gets loose when you back off on the plug.

To drain - something you should do a lot - close off your fuel valve for that engine at the tank to avoid flow back, then remove the t-handle at the top, or at least loosen it, then put a large paper cup unter the drain and take it ALL THE WAY OUT and let it drain dry. You can slowly pour out the contents into another container to check how much crud and water is in there.

If you have never fully drained them, take the element out and wipe out the interior to get any loose crud out. Replace the drain plug and element, then fill the body with fresh diesel from a can, replace the cover and t handle, being sure the large o-ring under the cover is in place, and don't forget the little o-ring under the t-handle. Turn on the fuel valve and you are in business.

I have found that draining through the original plastic Racor valve on the bottom is a pain in the butt since usually the whole valve comes out rather than being able to unscrew just the inside. I have replaced one of mine with a small 90 degree ball valve - like you would use on a gas heater - and it works great. Just loosen the cover, turn the ball valve 90 degrees, and the crud and water comes out in a small stream into the paper cup.

Your Racor is your friend and will keep you out of trouble if you drain it, say every 20 hours.
