Mack, here's the process I followed in my rudder shelf area.
1) scrub with degreaser, Castrol Blue I think is preferred by the board. I used some stuff from the local dollar store. It worked but I went through about 4 evolutions of this to get to a semi clean FG.
2) When cleaning is done, scrub entire area with acetone. It gets the film of the cleaner and residue. Do this 2 times, more if needed.
3) Choose your paint process and begin. I used the brightsides blue-glo white with the recommended primer (can't recall the name just yet.) I'm no painter and didn't want to mess with 2-part paints. I had enough on my hands with the shelf fabrication.
Some If I hadn't had the amount of fabrication work to do I might have tried a 2-part paint. I've used bilgekote before and don't care for the results. When I checked interlux's website (lots of info there) the brightsides (a 1part poly) was actually recommend over the 2-part paint for the bilge. The other think I liked is it has teflon in it.
