Window "Adjustment" Advice?

Can anyone provide hints on "adjusting" a racked front window to fit squarely in the frame? One of them is displaced horizontally by more than 1/2" at the bottom of the frame. Previous owner [State of Va. patrol boat] must have really bashed something, then "solved" their problem by turning a madman loose with a silicone caulking gun, and installing cabin fans.

Am slowly dissecting the window and see that one side of what is probably the hinge is pulled down about 3/8" -- somehow off the track or hanger, no doubt causing the distortion. Is the hinge maybe just a u-shaped knuckle hanging over a rod? Think I can "persuade" it back into place with the frame still in -- and the glass still in the window? Capt Pat's response sounds encouragingly like I could just lift it up and off, and then put it back properly. Or is that wishful thinking? Advice (sans silicone caulk) greatly appreciated...! Bob
