Just in case you haven't thought of the obvious, have you contacted Motor Vehicles and asked them what to do? I asked several times down at Motor Vehicles, but if I remeber correctly they just gave me a run around. I am pretty sure I got the correct info over the phone on the DMV information line, funny thing, here NY uses inmates to man the lines.
