I had a similar problem recently with my 454 sea water cooled gas burners. I cleaned the strainers, I back flushed the engine oil and gear oil cooler, checked the raw water pump, hooked up a garden hose and found no flow restrictions in the elbows. What I finally found was extremely simple and right under my nose. When the engine was running, the rubber hose on the suction side of the sea water pump was being sucked closed restricting the water flow because the coiled wire inside of the hose has deterioated and failed. When the engine was not running the hose looked normal. I purchased 2, 1" Sch 10 316 SS Butt weld elbows then welded them together with a nipple on each end to connect to the cooler and pump with a short piece of rubber hose. The steam went back to normal and immediately did the same to the other engine.
