Here in NY, I had bought a boat from an owner that didn't know what happened to the title and regisration, he bought it gave it to his sister and both parties said the other had the paperwork. Anyway after a year with the boat I wanted to sell it and nether party wanted to help.
What I did was-
Go to motor vehicles and told them I bought the boat from people who where relocating and I lost the paperwork. What they had me do was take a rubbing on the hull numbers, send a new "Bill of Sale" and related paperwork to the last known address, return receipt requested. When the paperwork comes back it will say unknown party or return to sender or something along those lines. Anyway, take that info to the Motor Vehicle department (Rubbing and unopened letter)and they issued me a temporary registration which was non-transferable for one year to trace it or see if someone claims it, not really sure. What I do know is I got the Temp Registration and a few months later I got a full Registration and Title.If you don't know the address of prior owners, and MVD can't give you a lead you might want to send letter to where you think they lived or to someone who knew them, heard of them or...
