Phil,

If it's true barrier coat, it's epoxy & the chemical stripper will have very little effect on it. Any sanding will remove it quickly and possibly cut through to the fiberglass or gelcoat. Plan on adding another coat or two of the epoxy barrier coat before starting your bottom paint...
