I installed two of the Tempress 13" x 30" waterproof hatches in the aft P&S walls of my cockpit to hold mops, brushes, boathooks, etc. The frames have to be caulked when installeed but the hatches have a waterproof gasket that does keep water out. They don't make liners or boxes for these that will fit inside the walls on the B31.
Tempress also makes a "Tackle Locker", roughly 18" x 18", containing four covered storage boxes on internal slides. Mine was installed on the port side just aft of the engine box and holds a lot of rigging gear, jigs and various lures and rigs readilly available. This, too, is gasketed and wateproof. You even have the option to install locking hatch closures on these things.
Just last week I installed another of the 13 x 30 hatches in the stbd side of the transom panel. I'm storing extra oil and coolant in there.
There are other hatch makers but these worked very well for me and the installation was fast and easy.
