Frankly Bruce, I'm surprised by your optimism. Perhaps you're thinking that the disaster will bring out the best in people, but I have to believe that the waste figure will be somewhere north of 50%. Hell.....the first billion will go toward the 'study' to determine how to 'best' spend the money. Then there are the oversight committees, the focus groups, and the bureaucracy associated with 'normal channels'. Before you can say 'extraordinary additional appropriation', the Gumment'll have their hands in our pockets for more...........
