Steve:
The reason a gas engine needs almost twice the horsepower is simple because:
Hp = (Torque * RPM)/5252
Since torque is largely what is need to spin a given wheel, a 350 Hp gas engine at 4500 RPM has only 408 ft-lbs of torque, now a diesel engine with the same torque turning at 2500 RPM has 195 Hp.
Horsepower is work done per unit of time. An analogy would be: say one guy can lift 400 lbs, but he can only do it once a minute and another can only lift 100 lbs, but he can do it every 15 seconds. They both moved the same weight in the same time (i.e. same horsepower), but who is stronger?
