You could do what I did for the rendezvous of past with slip reservations.

Though this does not allow you the level of control of attendees that I know you desire, you can always let Tropic Star handle the reservations directly, and if someone has to bag out, then the issue is with them, not you caught in the middle.

There must be some way you can get them a list of "approved attendees" and have them as well as those who would be approved agree that it is limited to those on the "list" and then at a pre-determined time open it up as a first come first served basis.

Just an idea. Ground rules were always clear from the start. It is the UVI for a simple reason, it is yours. And you always win it. Right?
