There may be dealers doing that, but there can be serious consequences both for the dealer and owner.
I won't go into the commercial regs already in place before pleasure, which by the way anyone who uses their boat in this capacity is different than pleasure. Use of pleasure engines at this time in commercial applications in a repower is a no no and will get you severly fined by the EPA if caught.
The pleasure teir ll regs as I understand them are as follows:
40 CFR 94Voluntary in 03, mandatory in 04 if at or above 2.5 liters per cylinder.
Mandatory in all engines 06 and up.
The epa goes by manufacturing date of the engine.
Now what constitutes a used or remaned engine?
Does changing out the injector pump to a rebuilt qualify?
I don't know and I wouldn't want to be the dealer or owner fighting the goverment attorneys trying to prove my case.
The first 20 hours of good legal counsel will chew up the difference between what you'd pay for new engines and the fakes.
Besides to add insult to injury when you go against uncle sam, your paying both sides of the legal bill(tax dollars).Let me put it this way. If I were called as an expert witness to testify what constitutes a remanufactured engine, you would have had to rebuild the innerds either from a manufacturing defect or show that there was enough hours to warrant a rebuild.
Besides, whats that say about a dealer willing to commit fraud?
I certainly wouldn't want to deal with someone like that. I wouldn't know when to trust them.
A set of factory reman Cummins would be a better way to go if you don't want the cost of new engines.
