"Reconditioned Engines" -Bruce?

I heard that some of the dealers have a bunch of new last years models that don't meet current emission standards etc. I hear that in order to sell the these "new" engines they have to be sold as "reconditioned". I hear they swap out a few new parts for reconditioned ones in order for the engine to qualify as reconditioned and slash the price (hopefully). Anybody heard of any of these deals? I am interested in a pair for my project B31 at some point and, if the price is right, right now.
Let me know.
(wouldn't mind a pair of Cummins 330 hp's!)
