Cummins 210 turbocharger question

On two occasions I noticed my port exhaust color changing from white to grey. In both instances, when lifting the engine hatch I found the pipe thats connected to the top of the turbocharger with a short red hose and hose clamps had popped out of the hose. It seems to be created by a slight missalignment of the turbo neck and the pipe. I noticed that there seems to be a metal strap around the turbocharger that looks adjustable. Can that be loosened to change the angle of the top opening of the turbocharger? If so, It might have slipped over time causing that slight missalignment. Before I loosen anything, I thought I'd ask.
