Stan, thanks for posting that article, - hard to believe it got printed. Other folks should listen to you, if they've never spent much time in New Orleans. I lived in Riverside for a while during a Shell startup in the 70's. Saw a lot of stuff coming and going. The writer has it nailed, the welfare state is most of the problem, and the politicians who have allowed it to exist for their own reasons. I agree that New Orleans will end up a better place, because a lot of the riff raff won't come back, they'll find a new place to bring down. Hopefully this will open the eyes of much of the rest of the country to what is going on in many cities, if not most, on some scale. I was flooded out in 1979 here in Texas - flooded in, actually. Lost my truck, house severely damaged. Traveled only by boat for several days, and when the water went down, I walked. No handouts, not even B31.com to help - so you help yourself, pull yourself up. That's what Americans do.
