Stan,

I suspect that at least one of Carnival's ships will become temporary home to the thousands of relief & public service workers. Remaining refugees will undoubtedly be housed also, but I figure that Carnival has already pre-planned to have the government supply a healthy share of armed security to be onboard 24/7.

If they haven't or don't, you're probably right in needing to scuttle them out near the MARS.
