Jeff, JohnF & Bruce are on the the right track. Go into the Office in Annapolis (or your local branch) with the bill of sale from 'Tom' in PA and the PA registration. Be as polite and agreeable as possible. Don't claim knowledge of history proir to the PA history and they should help you out.

If not Capt. Patricks may get some wheels moving as well.
