Bruce is right. I was able to register and get an MD title for my B31 that I bought from a guy in NY with only a paper registration (NY was/is a non-title state) and a hand-written bill of sale. I 've had really good experiences with the DNR folks in Annapolis in the state buildings across from the Navy football stadium--they seemed to know just what to do to make things work (and collect the sale tax).
