If there are PA registration( I don't think PA requires a title on a vessel that old) stickers on it according to MD here is the following:

For a used vessel registered in a state that does not issue titles:
Seller's current registration card or a true copy of the current out-of-state record.

Certified, original bill of sale stating the total purchase price and signed by all recorded owners/sellers.

Completed Application for Maryland Certificates (DNR-B-240) Download and print out application.
