351 Ford Blocks EMD

Ford 351 questions- My 28 came with new 351 Fords installed in 96 with 400 hours. Motors run fine. They have electic ignition with Holley 4 barrel.
Questions, in the 28 what water temp should I be seeing on the gauge and what fuel burn per mile at 3200. Other than new plugs there doesn't seem much to do to insure correct engine settings. The engines were marinized by EMD which I understand was Ford's division in ONT. They sold to folks like Pleasurecraft and Crusader. Any suggestions for increased mileage?
