As Randall said at 2900 rpms you are not even in the ball park. My 28B had 302 Fords that turned up 4300 RPM and made over 30Kts. Props were 17x17 but I had them cut back to 17x16 with a cup. My boat was always heavy, 250 gallons of fuel and 5 or 6 guys. You need to figure why you are not turning up over 4000 rpms. It is not your props or how your boat sits in the water. Man you got engine trouble. Now it may be something as simple as throttle movement. When I got my boat she would not turn up over 3900 rpms. The guy who owned the boat just had them set so you could not push them any farther. Make sure you can get WOT. Oh by the way check this out with the engine off!!! Start there and than look at fuel, air, plugs timing ect. Boy diesels are simple. Fuel air and bang.
