chyslers in a 28 ...help!

Set the timming at 5 degrees and took her out of the harbor today. WOT produced 2900 rpm at 21.5 kts. 17x17 wheels reconditioned. At the dock she sits bow heavy. The stern is about two to three inches higher than normal. No rear deck and low fuel. Could this cause lack of wieght in the stern slow the boat down a lot? I will try my 17x15 props and add the back deck and some fuel and see what happens. Maybe the carbs need to be tuned? Any input is appreciated.
