Velvet Drives are notorious for "rattling" at low RPM's. Mine make noise below 700 RPM's. It is due to low pressure in the transmission at low speeds. Raise your idle RPM to 750 and the problem should disappear.

If you have traditional stuffing boexes and they are not wet when you come down to the boat, they are adjusted too tight. You should have a slow drip from the bottom.
