Bill,
The r20 is a raster scan unit and it sounds like depending on age and hours run that the electron gun is malfunctioning or the phosphor on the back of the screen is bad on the display unit.

Or the antenna unit has a problem.

If you know someone who has the same radar, hook it up to their antenna to check.

Otherwise a good electronic repair should be able to test the display at their shop
