I suspect you've got a starter problem that your new one will cure. You probably can't check it out until you take it off. If it doesn't withdraw completely when power is cut off, it's in the starter itself. Strangely enough, I've fixed some starter problems in emergency situations in the past with a sharp rap with a hammer. Not very scientific, but often because of the low, wet location of some of them, rust and corrosion buildup freeze things up. Almost any good automotive alternator rebuilder also does starters but DO tell them if it's a right or left hand starter.
