Acid. Easy way is to dilute some muriatic in water, add a few ounces of wetting agent (blue Dawn liquid, do this in a plastic bucket) and put it on with a brush. Wear rubber gloves and boots, eye protection. It will take the rust off in about 10 seconds, then flood it with water to wash it out. Any acid will take rust off, even vinegar. Bar Keeper's Friend, a powder in a can you get at any grocery store, is an acid and will make a paste that will cut any rust right now. But the best is just plain ole liquid acid cut with water and wetted with Dawn.
